NEERE: contribute to make the world green again

Summary

In local language, NEERE means « clean ». The project is implemented by GRAAD under SAG technical and EU financial supports for two years in two communes of Burkina Faso (Dédougou and Koudougou) with a budget of US$225,000. The project aims to contribute to the emergence of clean cities based on integrated and sustainable waste management system. The project assists to formulate a municipal waste management strategy and operationalize integrated waste management through MSME contractors on waste collection, waste recycling and composting.

GRAAD provides assistance to both the MSMEs and the communes to provide improved waste management services to households that is environmentally sound and embodies Sustainable Consumption Practices.

Context

Since the years 1990s, Burkina Faso has embarked on a decentralization process and progressive transfer of public power to communes. In this perspective, the central government entrusted to communes the sanitation sector. Unfortunately, given the weakness of technical capacities and financial constraints, these transfers are not supported by the sufficient means. In this context, sanitation, waste management remain huge issues despite the efforts made.

In the current context, all waste are mixed and are threw sometimes in controlled dumps, and most of the time left anywhere in the cities (roads, water evacuation infrastructures, water dams, etc.) with many consequences such as development of many diseases that are a huge problem of public health, the lands’ degradation, the air pollution, the water pollution, etc. and contribute to increase greenhouse gas emissions (CO2, CH4, etc.).

To date, only in agriculture sector, non-appropriated waste management costs annually about $USD 11,969,520 to the commune of Koudougou, which represents 18.96% of the local gross production (GRAAD, 2015). The human health costs $USD 8,271,226 per year.

Uncontrolled dumps are places of proliferation of mosquitoes responsible for malaria that cause the death of many children and pregnant women in Burkina Faso where it accounts for almost Half (47.6%) of the reasons for consultation, more than half (59.7%) of the reasons for hospitalization and 46.9% of causes of death (Ministry of Health, 2011). The project should contribute significantly to improving the health status of populations and environment.

Objective

The main objective is to contribute to the emergence of sanitized cities the municipalities Dédougou and Koudougou based on an integrated and sustainable waste management system through establishment of an integrated and sustainable system for the collection, transportation and treatment / recovery of operational waste and equipping of households with capacity for the proper management of wastes.
